On the rooftop of the Old War Office, now Raffles London, Endo Kazutoshi runs a Japanese kitchen that reads Mediterranean at the edges — robata-grilled wagyu and line-caught fish, edomae sushi at an eight-seat counter, a sake list that justifies its own evening. Panoramic windows look across Whitehall, Horse Guards Parade and the Foreign Office; the eight-seat counter is the seat to take. With Endo at the Rotunda closed since the September 2025 fire and rebuilding without a confirmed reopening, Kioku is the definitive open-doors Endo room in 2026.
