Long overlooked, it has become a refuge for cooks and winemakers who want room to experiment away from the tourist drag below. The dining is small in scale and big in intent: a counter, a short menu, a tightly chosen list of Portuguese bottles. Vitória is for those who like to climb a hill to find their dinner, and to look back down over the rooftops while they eat.
